Design and permit coordination. Layouts, selections and the required project information are developed for the agreed scope. Engineering and other specialist input are coordinated where the project requires them.
Construction and inspections. Once the required approvals are in place, the work proceeds against the approved plans and agreed construction scope, with inspections coordinated along the way.
Completion and walkthrough. The final review addresses the completed space, finish details and any remaining project items. Design, permit review and construction are separate stages; the schedule should show those stages rather than imply that every ADU follows the same timeline.

The City of San Diego requires a building permit for an ADU. Its ADU permitting guidance explains the City's process and property-dependent requirements.
A property in an unincorporated area follows the County's process instead. The County ADU information applies to those unincorporated areas, not automatically to every city in the county. Other incorporated cities have their own permitting departments. We identify the relevant authority before applying general advice to a specific address.
Choose the project around the outcome you need. An ADU provides a separate dwelling; a room addition expands space within the existing home.
